Initially Schorr Architects prepared a Program of Requirements for (38) different user groups and then master planned Founders and Hopewell Halls and assessed the conditions of areas to be converted and renovated. The buildings remained in operation during construction of this multi-phase project.

The first bid package to create classrooms at Founders Hall, involved the conversion of part of the abandoned library into five large technology based teaching classrooms. The second bid package was to replace part of the roof at Hopewell Hall. The third bid package involved the conversion of the remainder of the abandoned library into the Psychology Department Offices and Labs; the conversion of the abandoned student dining and kitchen into labs for Chemistry, Biology, and Emergency Medical Services Technology at Founders Hall; the conversion of the abandoned bookstore into the Admissions and Advising space at Hopewell Hall, the creation of a Student Lounge space at Founders Hall, and the ADA renovation of a set of toilet rooms. The fourth/ final bid package includes the replacement of the existing deck water proofing system and renovation of the entire plaza deck assembly with new paver overburden at Founders Hall.
